An agreement was reached between the US and Russia in 2010
Let us tell you that this agreement was signed between Russia and America to ban the use of nuclear weapons. The two countries signed the so-called ‘New Start’ treaty in 2010. The treaty limits the number of long-range nuclear weapons that can be deployed by both countries and limits the use of missiles capable of carrying nuclear warheads. Putin said in his address that Russia is not yet fully withdrawing from the treaty. He said that if America resumes nuclear weapons tests, Russia should be ready to do the same.
