India also supported this proposal.

Sajid will be designated as a global terrorist and blacklisted under the 1267 Al Qaeda Sanctions Committee of the United Nations Security Council. The proposal was brought by the US, but China blocked it on Thursday, repeating an old procedure.
The US agency has declared Mir as a ‘most wanted’ terrorist
According to information about this, the US agency FBI has declared Mir as a ‘most wanted’ terrorist. The FBI has offered a reward of up to $5 million for information leading to Mir’s arrest and conviction. It is to be noted here that only last month, China had blocked the US and India’s proposal to blacklist Jaish-e-Mohammed i.e. Jaish-e-Mohammed chief Masood Azhar’s brother Abdul Rauf Azhar in the United Nations.
In the UN meeting, India attacked China and Pakistan
Let it be known that in recent days in the United Nations Security Council meeting under the chairmanship of China, India targeted China and said that it is very regrettable that it is being proposed to blacklist some of the most dangerous terrorists in the world based on real and evidence. India said such “double standards” have reduced the credibility of the Security Council’s sanctions regime to an all-time low. It may be noted that in June this year, China, a permanent member of the Security Council and a close ally of Pakistan, blocked the proposal of India and the US to list Pakistan-based terrorist Abdul Rehman Makki under the 1267 Al Qaeda Sanctions Committee.
