The Modi government is going to bring the Digital India Bill to ban deep fake videos and content generated by artificial intelligence (AI). According to media reports, the bill will discuss better use and methods of AI technology. According to sources, the government will also try to get the support of opposition parties for this bill. The first session of the 18th Lok Sabha, which begins on June 24, will first see the swearing-in of new MPs and the President's address. The government will also present the full budget in this session. According to sources, apart from the budget, the Digital India Bill may also be discussed in the session. The bill may also discuss a provision to regulate videos released on social media.
PM Narendra Modi spoke about the danger of deep fake videos in an interview given to Microsoft co-founder Bill Gates on March 28. Modi said that AI is a good thing but if it is given to someone without proper training, it is likely to be misused. Modi said that in a democratic country like India anyone can use deepfake. So AI generated content should have a watermark so that people know that it is AI generated. This will not mislead anyone.
The Union IT Ministry had drafted new rules in January ahead of the elections to prevent deepfakes. Accordingly, any social media platform that violates the new rules will be barred from doing business in India. The IT Ministry said two meetings were held on January 17 between social media platforms and other stakeholders. It was decided that the social media platform would work through AI to filter deepfake content. Those posting deepfake content will be booked under sections of IPC and IT Act.
Last year, the then Minister of State for IT Rajeev Chandrasekhar had said that the government was preparing to introduce a bill to control social media videos and fake videos. He said at the Financial Express DigiFund and Safety Summit that the bill requires a long debate which may take time. It does not seem possible to bring it to Parliament before the elections.
